Singapore's data landscape is fragmented. Critical information — about entities, transactions, compliance, and risk — is dispersed across government agencies, financial institutions, commercial platforms, and enforcement bodies. No single institution connects and governs these sources as a verified whole.
Data Bureau (Singapore) was established to address that gap. The institution's first domain of application is business verification and trust intelligence. The institutional framework is designed to extend across additional domains over time.

Data Bureau (Singapore) is governed by an executive leadership and a standing Standards Review Committee responsible for certification governance and standards oversight. The structure is designed to maintain the independence of every assessment decision.
The Chairman & Chief Executive holds overall responsibility for the institution's governance framework, strategic direction, and institutional mandate. Authorised to issue Letters of Appointment, execute published standards, and represent Data Bureau (Singapore) in institutional, regulatory, and external contexts.
The Standards & Governance function maintains Data Bureau (Singapore)'s published certification standards, oversees the independence of assessment decisions, and administers the Standards Review Committee process for new certification proposals.
The Data & Verification function manages the institution's verified data layer — sourcing, cross-referencing, and maintaining the intelligence that underpins every assessment. This function operates structurally independent of assessment decisions.

Data source entities and the institution's assessment function are structurally separate. Data flows through formal agreements, but no data source entity participates in or influences assessment decisions.

Data Bureau (Singapore) is an independent data institution. It is not a government agency, statutory board, or regulatory authority. It operates independently of any government entity and is governed by this Charter, its published standards, and Singapore's applicable commercial and data protection law.

Data Bureau (Singapore) operates under six governing principles: Governance Rigour — every entity assessed must demonstrate adherence to published structural and operational criteria. Independence — assessment decisions are made solely on the basis of evidence and published criteria; no external party may influence assessment outcomes. Diligence — every claim is subject to rigorous, multi-layered scrutiny. Neutrality — every subject is assessed against the same standards without preference or prejudice. Transparency — methodologies are documented and criteria are published. Accountability — Data Bureau (Singapore) holds itself to the same standards it applies to others.
Data Bureau (Singapore) is the sole issuing certification body for all credentials bearing the Data Bureau (Singapore) name. Certification body is not delegated to any appointed agent, data partner, or external party. Appointed agents facilitate the application process on behalf of applicants — they do not assess, determine, or issue certifications. Assessment decisions are made independently by Data Bureau (Singapore)'s standards and governance function.
Data Bureau (Singapore)'s data layer is constructed from formal partnerships with independent data sources. All data source relationships are governed by signed formal agreements. The cross-referencing of multiple independent sources — including an adversarial cross-verification layer — distinguishes a Data Bureau (Singapore) assessment from a self-declared or single-source evaluation.
All certification standards are developed through a structured process governed by the Standards Review Committee. No certification domain is progressed without the Committee's endorsement. Proposed standards must satisfy four criteria: regulatory justification, data verifiability, domain fit, and portfolio integrity. Before adoption, draft standards are published for public consultation. Finalised standards carry a unique reference code and a version number.
Data Bureau (Singapore) maintains formal processes for appeals, complaints, and the correction of errors. An entity that receives a Not Certified or Disqualified determination may submit a formal written appeal within 30 calendar days. Data Bureau (Singapore) issues its appeal determination within 21 business days. All complaints regarding Data Bureau (Singapore)'s processes may be submitted in writing to the institution's contact address.
This Charter is reviewed annually. Amendments require approval and are documented with an effective date. The version history is maintained as an institutional record. The current version supersedes all prior versions of the Data Bureau (Singapore) Institutional Charter.
